Alternative Transfer of Development Rights (TDR) Transaction Mechanisms

Transfer of development rights (TDR) is an innovative land use tool that can help communities implement growth management plans and policies. As a voluntary, market-based mechanism, TDR goes beyond conventional zoning by transferring development rights from areas where conservation is favored into areas where growth can be accommodated.
